RESOLUTION :

IN COMMAND PROMPT TYPE THE BELOW
C:\Program Files\Microsoft SQL Server\140\Setup Bootstrap\SQL2017
FOR THE ABOVE PATH

SETUP.EXE /ACTION=UNINTSALL.

NOW SELECT THE CONFIGURATION AND PROBLEM SOLVED.
